SWITZERLAND
Topping the list of countries with the strictest animal laws is this European country. The Swiss Ordinance on the Protection of Animals of 2008 was enacted and its laws became some of the strictest in the world.

BULGARIA
Bulgaria has very good, modern Animal Welfare Law (APA 2008) that forbids inhumane handling of animals and places strays under special protection. On 14 April 2011, Bulgarian Parliament passed an amendment in the Penal Code, which criminalizes Extreme Cruelty to Animals. That came onto force on 27 July, 2011

GERMANY
Why are there no stray dogs in Germany? The main reason why the Germans break up with their pets is to move. In many homes it is forbidden to keep pets. This is always mentioned in the rental contract and this means that they cannot be maintained at all, because the guilty party will definitely know about this and will be held responsible for sure.
